Rural resilience as adaptive capacity: Governing permanent change Authors Steven Ross Karlsruher Institut für Technologie (KIT), Institut für Regionalwissenschaft Marion Hitzeroth Karlsruher Institut für Technologie (KIT), Institut für Regionalwissenschaft Michael Janoschka Karlsruher Institut für Technologie (KIT), Institut für Regionalwissenschaft DOI: https://doi.org/10.14512/rur.4027 Keywords: Rural resilience, adaptive capacity, regional planning, multi-level governance, Baden-Württemberg Abstract Debates on rural resilience typically examine how rural areas respond to disruptive shocks, long-term pressures and uneven development trajectories. This paper approaches rural resilience as the capacity to engage with permanent change. Drawing on sixteen qualitative interviews with regional planning and administrative actors in Baden-Württemberg, Germany, it explores how these actors interpret rural change and the conditions they associate with regional adaptation. Adaptive capacity serves as a literature-derived heuristic rather than an empirically observed outcome. The analysis identifies four interrelated dimensions in the interview accounts: reframing rurality through peripheral conditions and locally specific strengths; normalising change as a recurrent feature of regional development; locating adaptive capacities in economic diversity, social relations and practical problem-solving; and negotiating planning, policy and administrative constraints across levels. The paper conceptualises rural adaptive capacity as interpretative, relational and governed. It shows how planning actors make capacities and vulnerabilities legible, while also revealing how successful development paths, institutional routines and competing spatial claims can limit future adaptability.
