Abstract

In the smart city discourse, municipal digital services are regarded as a key component for enhancing a city’s attractiveness and quality of life. However, empirical findings on their actual effects on local development have been largely absent to date. This paper addresses the questions of to what extent municipal digital services are linked to the economic and demographic development of cities and how their use varies in relation to sociodemographic differences. An exploratory multilevel analysis was conducted as a preliminary step. At the citywide level, the consequences of municipal digital services are examined exploratively, and at the neighbourhood level, their embedding in the lived environment is analysed, so that citywide development can be partly explained by social practice. The resulting socio-spatial perspective relates the use of municipal digital services to the social, material, and institutional environments. The methodological foundation is a multi-stage research design that combines a comparative analysis of the 15 German cities with the largest populations with a governance analysis of municipal digitization strategies and a neighbourhood study in Cologne. This makes an empirical contribution to spatial science research on smart cities by conceptualizing municipal digitalization as a multilevel process involving city-wide strategy, administrative implementation, and everyday use in neighbourhoods.
