Die beiden PauschalbeihilfenCommunity Development Block GrantsundFederal-Aid Highway Program sowie Beihilfen derEconomic Development Administration stehen dabei im Vordergrund. Danach werden unmittelbare Entwicklungsmaßnahmen durch Bundesbehörden, vor allem desBureau of Reclamation und desArmy Corps of Engineers, sowie die politischen Eingriffe des US-Kongresses beleuchtet.
