Abstract

The public discussion about the Standard for the creation of equivalent living conditions in all sub-areas has obtained a topicality in Germany for a number of reasons that has even prompted the Federal President to mention the subject recently. Government spatial planning in the federation and the federal states (Länder) has not taken up this new discussion at all or only tentatively. The author describes the relationships between spatial planning tasks and the Implementation of this Standard. He refers to earlier discussions on the subject in the former Federal Republic of Germany and to the State of the scientific discourse at that time. He outlines the fact that “no levers” are available with the Federal Constitution and also with the specific stipulations of the Spatial Planning Act to realise this demand on a 1∶1 scale, as is called for in many places now. He describes what should be done instead in his view.
